Loudoun County Jail Overview

The Loudoun County Adult Detention Center is operated by the Loudoun County Sheriff's Office, led by Sheriff Mike Chapman, at the Leesburg public-safety complex. It is the county jail for pretrial detainees, people serving local sentences, state-responsible inmates waiting for Virginia Department of Corrections transfer, and people held on possible agency holds. The same complex also includes the Community Custody Program and the Loudoun County Magistrate's Office, so booking, magistrate review, and custody decisions often happen in one local corridor rather than at the downtown court buildings.

The facility houses maximum-, medium-, and minimum-security inmates. Loudoun records describe both direct and indirect supervision, contract medical services, female housing, and a mix of cell and dormitory beds. A sentenced person with a short local jail term may stay at the Adult Detention Center, while a sentenced felon delivered to state custody is searched through VADOC. That line matters. Loudoun County Jail Capacity

State jail-cost data for FY 2024 gives Loudoun County Adult Detention Center a DOC rated operating capacity of 460 and a total LIDS average daily population of 238. That equals 52 percent capacity use for the reporting year. The same state profile lists 48 direct-supervision beds and 412 indirect-supervision beds, 165 Compensation Board funded positions, 161 locally funded positions, zero federal contract beds, and zero federal or out-of-state average daily population for the year.

The older community-based corrections plan used a rated or design capacity of 476. It broke the jail into 284 cell beds, 176 dormitory beds, and 16 beds no longer available because one unit had been converted to offices. The same assessment listed 88 maximum-security beds, 292 medium-security beds, and 80 medium/minimum work force, work release, or trustee beds. It also showed a gender design of 344 male beds and 116 female beds, with the same 16 unavailable beds.

Loudoun County does not publish an official live public jail roster or current inmate profile viewer. The practical lookup chain starts with the Adult Detention Center phone line, then moves to Virginia VINE, sheriff records requests, Virginia court records, VADOC, BOP, and ICE depending on the custody type. If the person was just arrested, a phone call to the jail is the most direct way to ask whether the person is in local custody. If the person has been sentenced and moved into state custody, the county jail is no longer the right search system.

1. Call Loudoun County Adult Detention Center and ask about current local custody using the person's full name and date of birth if known.
2. Search Virginia VINE or VINELink for custody status and notification options when a current location is needed.
3. Use Virginia court systems for charges, hearing dates, case numbers, bond events, and dispositions after the arrest.
4. Search the VADOC locator if the person is state-responsible, transferred, or under state supervision.
5. Use BOP or ICE only when federal prison custody or immigration detention is a real possibility.

Loudoun County ADC Contact

The jail information line is the central contact for facility questions, current custody checks, contact-visit scheduling through Classification, and confirmation before travel. Records Services is a separate sheriff office function for public records, incident summaries, and local criminal-history services. The facility address is also the address to use for legal mail and money orders, but personal mail follows a separate off-site scanning address.

Loudoun County ADC Visitation

General visitation for Loudoun County Adult Detention Center is remote tablet visitation through ViaPath and GettingOut. Visitors create an account, choose the inmate after registration, and schedule through the system. The county says tablet visits are available daily. These visits are monitored and recorded, and visitor account setup matters because accounts without an uploaded profile picture and government-issued photo ID can have privileges suspended until ID is provided.

Professional visits work differently. Attorneys, clergy, and law-enforcement visitors can use non-contact professional window visits without advance scheduling during professional access hours. Professional contact visits must be arranged at least 24 hours ahead through Classification. Professional visitors need two current credentials, such as a bar card for an attorney. Adult visitors need government photo ID, and minors must be with a parent or legal guardian.

Loudoun County ADC Mail and Money

Personal mail for Loudoun County Adult Detention Center does not go to the Leesburg street address. The county uses an off-site scanning address in Phoenix, Maryland. Mail is scanned and delivered electronically to the inmate tablet. The address format needs the inmate name and booking number, shown by the county as BN# with a sample number. Legal mail and money orders still go to the Leesburg facility mailing address, which is different from the personal-mail scanning address.

Money and communications are split into separate account types. The main inmate trust account is used for phone calls and commissary purchases such as snacks, toiletries, and undergarments. Deposits can be made through ConnectNetwork, at the ADC lobby kiosk, or by phone after registration. Tablet services and video-visit communications use GettingOut, but the county distinguishes tablet accounts from video communication accounts. A video account is not for phone calls or general tablet services, and a tablet account is not for video visits.

Loudoun County ADC Intake

After an arrest, a person may be taken to the Adult Detention Center and magistrate complex for booking and initial custody decisions. Booking creates the jail record, confirms identity, handles property, and assigns a booking number used later for mail and account tasks. The magistrate or court process addresses whether the person is released on summons, recognizance, bond, or held in jail. A hold or detainer from another agency can affect release even when the local case changes.

The county's medical intake details are unusually specific. The medical contractor observes and assesses all incoming inmates. New inmates spend a standard 48 to 72 hours in intake while they await tuberculosis and medical clearance before classification into general population. If symptoms remain after that period, the person can be moved to medical observation for 10 more days before general population. Flu-like symptoms can lead to quarantine in a negative-airflow cell.

About Loudoun County ADC

The Adult Detention Center is part of a public-safety complex south of downtown Leesburg. That location often creates confusion because the jail is not at the General District Court or Circuit Court address. Jail custody is checked through ADC, VINE, or sheriff records. Formal charges, hearing dates, and dispositions are checked through the Virginia court systems and the Loudoun court clerks. The two record paths can overlap, but they are not the same record set.

Loudoun's official expansion project is the main recent facility development. The project includes four new housing units designed for programming and mental health, kitchen and laundry renovation, a maintenance building, and administrative expansion. Construction is scheduled to begin in July 2026 and finish by May 2028 while the facility remains operational. The expansion follows the community-based corrections plan, Board of Corrections approval, state legislative approval, and design work.
